Device monitor mechanism

The service will scan devices by group in turn to collect data. After all devices in a group are scanned, there is a group interval. Once all devices have been scanned, the service will start a cycle interval. The service will return the latest scanned data during data subscriptions. This process is not associated with the

configuration on the General tab. A device will be monitored only when the client subscribes it.
