Cannot import rungs or routines into an Equipment Phase that contains test or accepted edits.

Cannot overwrite an existing Equipment Phase if it contains test or accepted edits.

Either cancel or assemble those edits before importing rungs or routines into that Equipment Phase, or overwrite that Equipment Phase.
